Neighbourhood Plan

What is a Neighbourhood Plan?

Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. They are able to influence where they want new homes, shops and offices to be located, have their say on what those new buildings should look like and what infrastructure should be provided.  Neighbourhood planning provides a powerful set of tools for local people to ensure that they get the right types of development for their community where the ambition of the neighbourhood is aligned with the strategic needs and priorities of the wider local area.
Councillors and Council Officers are preparing a Neighbourhood Development Plan, ready for consultation. The following areas will be considered:

It is important that the Draft Plan reflects the needs and views of Middlewich residents, so several methods of consultation have been used since 2014. These include:

The First Draft Plan – which is a work in progress – was agreed in principle by Middlewich Town Council at a special meeting on Monday 5th March, 2018  subject to scrutiny by planning consultants, Kirkwells.

In association with the Middlewich Eastern Bypass Consultation, members of the public can view and make comments on the Draft Neighbourhood Plan at the following times and location:

  • St. Mary’s Parish Centre, King Street, Middlewich – Wednesday 28th March, 2018 – 2pm – 8pm.
  • St. Mary’s Parish Centre, King Street, Middlewich – Saturday 14th April, 2018 – 10am – 3pm.

Following the informal consultation with the Middlewich community, all comments will be considered and incorporated where appropriate, and the amended Plan will go back to Middlewich Town Council for approval.

At this point, the Plan starts to gain some authority. This stage is called Regulation 14 and is when there will be six weeks of formal public consultation. Further amendments will take place and then the Plan will be submitted to Cheshire East Council for examination, and then submitted to an independent planning inspector to approve. The Plan will then be subject to a referendum.

All responses must be received by no later than 5 pm on 27th April 2018.

The consultation period runs for six weeks starting 19th March 2018 and closing at midnight on 29th April. Any comments received before or after these dates will not be included in the consultation process.

 
Three public engagement events will take place:
  • St. Mary’s Parish Centre, King Street, Middlewich – Wednesday 28th March, 2018 – 2pm – 8pm.
  • St. Mary’s Parish Centre, King Street, Middlewich – Saturday 14th April, 2018 – 10am – 3pm.
  • St. Mary’s Parish Centre, King Street, Middlewich – Thursday 19th April, 2018 – 2pm – 8pm.
